Loved John Derbyshire's comment in NRO's The Corner:

Can't we inspect and attack? I mean, the UN inspectors demand to be taken to grid reference 018439, stat. Iraqis: "Ah, that's not possible just at the moment." So we carpet-bomb that grid reference within the hour. Heck, we know there are no inspectors there.

Iraq manages to fool the U.N.

Here's the misdirection that got Kofi et al so excited:

I am pleased to inform you of the decision of the Government of the Republic of Iraq to allow the return of the United Nations weapons inspectors to Iraq without conditions.

But here's the money line:

This decision is also based on your statement to the General Assembly on 12 September 2002 that the decision by the Government of the Republic of Iraq is the indispensable first step towards an assurance that Iraq no longer possesses weapons of mass destruction and, equally importantly, towards a comprehensive solution that includes the lifting of sanctions imposed in Iraq and the timely implementation of other provisions of the relevant Security Council resolutions, including resolution 687(1991). To this end, the Government of the Republic of Iraq is ready to discuss the practical arrangements necessary for the immediate resumption of inspections. (emphasis mine)

In this context, it's clear that the earlier line about "unconditionally" deciding to allow the resumption of inspections is meaningless. Unconditional doesn't mean that they get to add conditions later -- it means unconditional period.

So nothing's really changed: This is exactly the same thing they were saying last week, only worded a little differently in an attempt to collapse the U.N.'s spine.
